Brot für die Welt Report:
Land and Climate – Rights at Risk

A recent analysis report by Brot für die Welt (Bread for the World) explores the critical intersection of land rights and climate change, highlighting the challenges faced by Indigenous Peoples (IPs) and local communities (LCs) as climate policies increasingly impact land access and ownership.

The report, Land and Climate: Rights at Risk – Civil Society Organisations Advocating for Land Rights in the Context of Climate Change, is based on insights gathered from an online discourse on “Advocating for land rights in the context of climate change,” organized by Brot für die Welt. Representatives from 27 land rights organisations across Cambodia, Fiji, Indonesia, Laos, Myanmar, Papua New Guinea, the Philippines, and Vietnam participated in discussions along with the Global Forest Coalition on how land-based climate actions—such as reforestation projects, carbon offsetting initiatives, and the establishment of protected areas—can exert pressure on land and pose risks to land tenure security for IPs and LCs.

Key highlights from the report include:

  • The role of land in achieving national climate targets and the risks posed by climate policies that do not fully recognize customary land rights.
  • Identified advocacy entry points for civil society organizations, including raising awareness among IPs and LCs, strengthening community identities as climate defenders, and advocating for the secure recognition of land rights.
  • The need for inclusive policy-making that actively involves IPs and LCs in shaping national climate strategies.

As climate action gains momentum, Indigenous and local communities must be recognized as key stakeholders rather than sidelined by policy decisions. This report provides valuable insights for land rights organisations, civil society groups, and policymakers striving for equitable and just climate solutions.
