Observers and civil society can be an asset to Parties in their work on the Paris Agreement work programme. Civil society has diverse expertise on different matters that could be used in the development of the work programme. Meanwhile, observers need to stay informed on decisions made by Parties in order to understand changes. The Community Conversation Resilience Initiative is an example of best practice by observer organizations that is aligned with different conventions, such as the Paris Agreement and the Convention on Biological Diversity. Implemented in 20 countries, it empowers local communities through participatory assessments of internal and external threats and exploration of local solutions.
