BELÉM (November 13, 2025) — As COP30 and the Peoples Summit (Cúpula dos Povos) opens in Belém, Brazil, this week, Hands Off Mother Earth (HOME) Alliance, a global network of Indigenous Peoples, human rights, grassroots, climate justice and feminist groups has relaunched its call for an end to geoengineering. The Manifesto ‘Home Alliance Manifesto Against Geoengineering – Our HOME is not a Laboratory’ was launched today at the Peoples’ Summit as a clarion call to reject geoengineering, defend Mother Earth, and advance real climate justice solutions.
The manifesto warns that geoengineering, the large-scale deliberate technological manipulation of the Earth’s systems, is a dangerous distraction and a false solution that risks deepening inequality, violates Indigenous Peoples rights, and destabilizes ecosystems. It exposes how powerful interests are using carbon markets to open the door to risky, planetary-scale outdoor experiments that will cause harm to communities, ecosystems, biodiversity and climate systems. These dangerous schemes are likely to find entry through the Paris Agreement’s Article 6 mechanisms but are an illusionary fix since they don’t address the root causes of the climate crisis.
However, communities across the world have already resisted and defeated geoengineering experiments from the Arctic Ice project to St. Ives Bay while reminding the world that real solutions lie in centering Indigenous knowledge, community led solutions and the urgent phase out of fossil fuels.
Our message is clear: Our home, our lands, our oceans, and our sky are not a laboratory. Hands Off Mother Earth!

The urgency to uphold the geoengineering moratorium and to halt all projects aimed to manipulate the climate are needed to move towards an Indigenous Led Just Transition for divestment from the petrochemical and extractive industries and implement real climate solutions. For Africa, geoengineering poses a double injustice. The expansion of geoengineering in climate negotiations comes with huge risks, and developments within the UNFCCC contrast with the cautious approach to geoengineering being taken in other intergovernmental fora such as the Convention on Biological Diversity and the London Convention on ocean dumping.
This time again, COP30 should not be a ‘sugar-coated poison pill’ that will push forward reliance on risky and unproven geoengineering technologies. Technologies such as Carbon capture and storage (CCS), Bioenergy with carbon capture and storage (BECCS), massive-scale monoculture of industrial seaweed species in the ocean in the pursuit of ‘blue carbon’ and other dangerous proposals that will not contribute to the phase-out of fossil fuels. Instead, it will increase emissions and worsen the climate crisis. It will also carry new risks to nature, health and the environment and expand the violation of human rights that carbon markets and offset projects have already triggered.

Climate geoengineering will not fix the climate, it will not buy us time and it will not help us address the climate crisis. Quite the contrary: Industrial Carbon Dioxide Removal (CDR) will lead to a further grab of land, energy, water and resources in countries of the Global South under the guise of climate policy – all while giving a free pass to polluters to continue emitting and offset their emissions through international carbon markets. Marine geoengineering carries great risks for our shared oceans and vitally important marine ecosystems, and it has not been proven to be effective. It absolutely needs to be kept out of international mechanisms such as Article 6. Finally, solar geoengineering as a planetary-scale manipulation of the Earth’s climate system would only lead to more climate breakdown.
